Thatchy/brown looking lawn

Hi,

I have a few customers with a similar problem. Their lawns are looking quite thatchy in places and I don't know why?

They were scarified in Autumn, Hollow Tine aerated in Spring and had fertiliser and selective herbicide treatments.
