The Environment Agency has identified and closed 1,279 locations across the country where illegal waste dumping was taking place.
In its latest Waste Crime Report, the agency said it has stopped illegal activity on illegal waste sites every 90 minutes - every working day.
Construction and demolition waste continues to be a problem, while scrap cars were found at a quarter of all illegal sites.
And the Environment Agency also worked to prevent the illegal export of waste, inspecting 167 shipping containers of which 68 were emptied and used as evidence for prosecution.
Local authorities are responsible for dealing with smaller-scale and less organised illegal waste tipping, known as fly-tipping. They dealt with just over 688,000 fly-tipping incidents.
