I have some sympathy with local councils that year on year must trim their budgets to meet financial constraints.
But my sympathy turns to frustration when I find that it is the softest target – floral displays – that always bear the brunt of such cuts. This summer, for example, Bradford announced that it was going to reduce such displays by 80 per cent.
Now, it cannot be easy deciding where a few thousand can be pared off here, a few thousand there. And eliminating the brightly coloured flowers that decorate our towns and cities across the land might seem a reasonable way of saving money.
Such displays are, on the face of it, frivolous. They are pretty. Surely they serve no useful and practical purpose? Wrong!
