I have filled in one swimming pool in Selborne before and I am uncertain, from memory, if permission was needed.
What I would say though is make sure that you completely break up the structure so that any future water can permeate away.
I suppose the question of removing all of the concrete (assuming it is a reinforced concrete base and sides) is a question of ethics over cost.
Our brief at the time was to break up the pool so that drainage was not an issue and then fill on the remainder with top soil.
Luckily for us the builders of our pool had excavated the soil and landscaped the mounds to help shelter the pool. We used this as infill and provided a little extra top soil and then seeded over the area.
I will keep my ear to the ground and maybe someone else can help if they have experience.
