I take it this is for a client? If so an approximate budget would be a good starting point. From there you could tailor the path to suit and start with an actual dimension - 1-200yds is a little on the vague side!! I would say the minimum surface would be fine crushed stone on hardcore, going of course to block paving then onward and upward!
I don't have my little green book to hand, but think you need 1.2m min path width plus turning circle?
As Colin suggests or use a product like COREpath, backfilled with a suitable product (opens up choice for finished surface), brick edge restrained?.
To cost; need to look at final length, excavation, suitable edging, product/selected surface, plus your productivity.
Not for a client, for us personally. We're buying (will be moving in June) a property in Wiltshire (Dorset border) and as wife is disabled we are needing something suitable to allow her to use the garden. I was thinking a crushed hardcore base, then some sort of top base tamper plated down. Would this work?

As for width, yes I think 1.2 metres wide is the recommended for a wheelchair/scooter.
