There are mowers that will cut at this angle, but hardly worth buying one just for one job. I'd give a hover on a rope a go.
Growth regulators are very expensive and dont work on weeds. Their effect only lasts a few weeks so repeat applications probably necessary. It wont stop the grass growing altogether.
Hover on a rope is probably the best idea.
You can do a good job on banks with a brushcutter. Much quicker than a hover mower on a rope too, especially as you'll likely be out with the machine anyway to do edges and the like. I would brushcut it without question. If you need the clippings cleared then blow them onto the lawn before you mow that.
Im with dan especially if you dont have a hover mower and you can make a tidy job with a strimmer
