Basically no, unless you know someone who has a copy. They are copyrighted and I have never seen a current, free BS document available on line.
The standards are just that, but nothing to onerous. However, maybe one cheaper option which uses the core of the BS standards and many Designers/Contract Managers use is : "The Heather Specification (Specification Writing for Garden Design)". It's out of print, having been just revised (?), so hunt down a second hand copy.

Some libraries do offer viewing of British Standards. Need to check locally.
I suspect you'd be able to find them at the British Library in the Business Department. You'd need a reader card, but that's not difficult to obtain - you just turn up with ID and fill in the form. The info about joining is on their website. It might be possible to photograph them or photocopy them for personal use and the British Library should be able to tell you that.
I see you're in Hampshire, though. If you haven't got anyone nearer who can look them out for you and we can ascertain that the documents are there, I'd be happy to come to a modest arrangement and go and seek them out for you. I'm only 40 mins outside London by train. Let me know if you need help finding out if they're there.
