looks like hebe salicifolia. to be honest, quite hard to prune radically as its very slow to regrow and just sort of sulks or dies (in my experience). If you're going to try, do it in spring or it'll die over winter.
Depends how patient the client is.....either hard prune in spring and it's got 2 chances, or rip out and re plant if it's that necessary to reduce it
Got exactly the same thing to deal with. Will cut it back hard enough to kill or cure in the spring.
