do you know the little trick for identifying the Cornus family? take a leaf and gently break it across the main vein - you should be able to pull the 2 parts of the leaf apart, while almost invisible threads extend from the veins to keep the 2 parts connected - it's my only magic trick!
That is exactly it, the tiered effect it is a beautiful plant as you say, it really stood out with the surrounding plants much lower.
Looks like Cornus controversa Variegata commonly known as "the wedding cake tree" through it's tiered habit of growth.
A beautiful plant, looks better as it gets older.
