Topdressing grass verges

HiI have a client who wants his existing grass verges raised and 'levelled' by approximately 25mm. He's had new steel edgings installed and wants to bring the verges up to the top of the edgings by topsoiling over the existing grass. What is the best approach to this? Topdressing as above or removing/spraying the existing and starting again?Looking forward to your responses.Grant.

"Come what may the water will flow out of the gravel over the pavers or push them up.
I really doubt that installing a permable base with baffles would have prevented this.

"It makes more sense now.
With concrete under the top area of gravel there is fast run off of water onto the top of the sloping area.
But there must of been some sort of issue before the work was done.
