Council contracts are a matter of public records, therefore you can find out last years schedule rates etc from searching council website or visiting offices.
Be aware that council contracts are won and lost on the difference of less than 1pence by unit. It's a tight, ugly cut throat market, but you get useful contracts (be aware of the contract lenght - you will go thru this possibly every year. It is nerve racking and time consuming at tender time).
