Yes it will happily regrow, ive cut forest flames right down to the stump and they have regrown fine, just tell your client it may take a year or two before it looks good again.
I agree with Chris's comments from earlier, with all the right care it will re-grow and give the client a better shrub, full of vigour at the base which is what you want it to look like, you can apply this to most tough woody shrubs.
Great question. I have always been abit cautious but after reading the answers think I will be cutting a few back on the maintenance round now.
Thanks, makes me feel a little more confident! I always think that in these situations you need to advise "you don't like the plant as it is so we have to prune it. I might kill it, despite doing everything I can to give it the best chancef. If it recovers, we're all winners. If it dies you're no worse off".
