You can use a contact/systemic pesticide at any time as long as the plant is green & growing and I guess photosynthesising. However, most contractors start to apply in early spring as soon as growth appears up until late Autumn/early winter.
Residual pesticides are a different beast and can not be blanket applied to hard surfaces. These typically work by placing a chemical pan in the ground to inhibit new growth of weeds. They are generally applied late Winter before the growth season. They typically have little impact on existing growth UNLESS it is a hybrid product like Bayer Pistol etc which performs both actions (but is expensive). Products like Carson G are now banned.
If truly a hard surface, one option is a Flame gun (ie Sheen), considered Organic, they are useful for tidying Kerbs/gutters, gravel paths etc from left over growth. You can get a wheel set and a flame guard if you want to venture onto soft areas. Useful tool and fun to use :-0)
