there should be no weed control going down at the same time as scarification and overseed - they do not mix as per normal weed control labels. Normally a 4-8 week exclusion window either side.

We would scarify, aerate, overseed and feed. Plus if needed and budget available top dress afterwards.
Weed control will need to wait for the spring if having an autumn renovation - let the lawn recover.
Around now need to be careful with moss, so may need some iron before or after.
