But if you are on private land you don't need the qualifications. But for the public highway/footpaths you should comply with chapter 8 if your gonna do it

It is all to do with working in public highway. The signs all come under the TSRGD legislation.
You don't have to have training by "law" to place them out, BUT the red book for NRSWA covers how to set them up and with correct distances etc.
Without training it's VERY unlikely you would be considered a "competent" person to do so.
