Unless you are unlucky you will find that pruning will really stimulate heavy re-growth.
Prune when the leaves fall, right up until bud burst.
the customer wants it pruned before the leaves drop i tried to talk to them to say it to early but they say it has to be done now
No Problem to prune it now, its about to drop, only difference is you won't be able to see the branch network so clearly because of the leaves. the advice you were given is roughly right , but I would not prune birches in late winter cos they bleed, or cherries or stone fruit later than mid september in the south due to silver leaf.
With weeping pear being so vigorous and hardy you could prune it lightly at any time of year - winter promotes growth - summer pruning reduces vigour
