Create a Schedule, detailing Shrub, Size, Form factor/Breaks/Buds/Planting density and send to local or recognised trade nurseries for a quote.
Cater for takes-offs and/or deliveries and include a % for die-backs/damage etc

Estimate planting labour, materials, watering etc
This is one from a business park replant we did a while ago;
If we need, say, a 100 of a particular shrub but need them in batches for different areas, teams or dates we 'take-off' (collect/have delivered etc) that number of shrubs, ie 50 + 25 +25 = 100
So, total of 'take-offs' should equal total # of plants needed/ordered.
Ah, well having done several 500 plants plus schemes, you need to do the planting plan first, with mature growth spacing, which varies quite a lot. However the average perennial needs a dustbin lid space, so 3 - 5 plants per sq metre. More for smaller plants e.g Aquilegias.
Of course you need to make sure you choose plants that suit local conditions, soil type, PH, drainage aspect, wind exposure, rabbits, toxicity re:children & pets.
Good local independent nurseries are good source of knowledge & advice.
You want to know trade prices of course and these vary, with the nursery and the size / age of the plant.
