I would suspect lack of soil preparation for the cheap quote. Your price is reasonable I feel. It's easy to rotivate soil and not compact and level it, perhaps that's whats being offered? You can only highlight your professional aspects of the job and respectfully suggest comparative quotes are qualified against that to best ensure the lawn's longer term benefits and appearance. If you are dealing with the developer, maybe they are after a quick fix/slap on some seed for a few quid and job done!
How many days are you needing for the work? Do you know how many are being stated of the cheap quote?
Recent work for domestic customers with poor state lawns on new builds a year or so on from purchasing, I have found the lawns are based on poor subsoil and usually a mix of builders rubble with a sprinkling of soil!
I think they simply have got it wrong or are just giving a quick rake and seed.
Let them get on and move to something else
