Yes, we have a couple of 1000L IBC's with a little frame mounted 2 stroke pump for use on doing business parks and a local authority tree watering contract we have. We found it easier to take the water out via the top as we bought a couple of modified tap caps but they always leaked (pressure ?) and keep the tap closed.
Takes less than an hour from memory down at the yard and like you, we're on a meter.
You can apply for a Stand Pipe license from Water Authority and buy a Stand Pipe, but I think it was a pain to get one, so we just fall back to filling at yard.
Couple of comments 1000L = 1Tonne, so make sure it's well strapped to anchor points and keep driving with it partially full to the minimum - the momentum makes life ... ahh ... ermm 'interesting'
Only other option is 'window' cleaner's baffled tank - but the cost is substantial
Thanks Gary - yes I saw the issues with a non-baffled tank, but as you say the cost is 4-5 times more. It should be a case of a full load to the site, then fully emptying at the site. I don't think there will be anytime when I will be using it partially full... I did see someone put drainage pipe into the IBC to baffle it. Not sure how much that would reduce water storage, but could be a useful idea...
How long does your 1000L take to empty on the pump? I'll be needing to do it all with a lance and rose...
I just looked up our 2ST pump online and it's rated at 8m3/hr full pelt, although we only use it "stop and start" as needed and occasionally just via gravity from the bottom tap.
So, that rating suggests under 10min to empty........ !?!

They had a licence hydrant standpipe, but actually finding a hydrant that didn't have a car parked on it was proving impossible in the part of town they were working in.
