does anyone know of a body who spot checks training providers to ensure that proper training is being provided?
We have just had one of our guys failed part-way through a training day and not permitted to go on to practical training:
The MEWP training day consisted of:

08.00 am - Course Start              

  • Course introduction
  • MEWP Safety awareness and theory talk
  • Theory test
  • Lunch (provided by facelift if at one of our training centres)
  • MEWP introduction and familiarisation
  • Practical test
  • Course evaluation
  • Question and answer session
  • Course finish

Our man sat through a slide show and brief discussion, then was given the 'Theory Test'. Apparently, the pass mark was 24/30 and he achieved 22. One of the questions he failed was about what the consequences of spilling battery acid were. He was still in the dark about what the proper answer should be, so no education there - and I'm not really sure how crucial this particular crumb of information is to the general safe working of a MEWP.

He was then sent home without further training.I would have expected a full review of the test material and opportunity to discuss any areas where further clarity was needed, together with reiteration of the theory throughout the practical instruction. I would expect the pass/fail testing to take place at the end of the course.

It turned out that, of the five guys on that course, another guy failed (his first time there) and the other three had previously failed it and were back for the second time. The re-take option was at full price.

This suggests that this training provider is frequently failing to get the required information across. Our chap is a fully qualified and very experienced climber with our tree teams and has operated MEWP's in the past. He is a very serious and responsible employee, but his spoken English could be better.

To my mind, this provider has not provided the training that we paid them for since, in addition to not succeeding in getting the allegedly necessary information across during the 'Theory', they then refused to give any further training.

Does anyone have similar experiences?

Should we (as an industry) have a way of doing spot checks to ensure that training providers are providing the proper level of service? And who do we bring this sort of query to in order to ensure that these providers aren't ripping their clientèle off?

  • In order to provide mewps training you need to be registered with IPAF. If you wish to make a complaint then contact IPAF. They can attend courses and inspect them.

    When I trained it was with Versalift who where spot on. Would highly recommend them.

  • Sorry for the delay in getting back to you, MWJ. I don't properly come on here as often as I would like. Thanks for your response. I've had on-going discussions with the training establishment, but I think we are now at the stage where we will speak with IPAF. The trouble is, they are basically their own industry self-regulators and I suspect quite likely to side with their member. This is why I was considering a 'user group' body to inspect and recommend.
