The ones round my way get a good deal with a local print shop.
That will only work if you want to have them delivered for you though!
I went to see all the companies local to me as none of them seemed to use GPS trackers, asked to speak to some of the people who had advertised with them, talked to local takeaways and after a bit of effort narrowed my search down to one company.
There are companies out there that charged a lot less than I'm paying at the moment, however I would have trust issues.

We pay £63 for 5000 printed on A5 gloss paper in colour both sides.
Distribution we pay £30 per 1000.
Leaflet distribution only pays if you do it on a regular basis to the same properties. For example, we know that if we spend about £4000 a year, we will gain new revenue with a LTV of 4 years totalling £600,000.

If it's leaflet delivery by hand, you'll need to speak to local delivery suppliers. Go with the ones which have demographics and routes already set-up and pref with gps tracking. Matt would still be able to print and deliver them directly to leaflet dist company.
