Hi Tom,
Unfortunately no grass likes to have its feet wet all the time - unless you opt for Deschampsia and other marsh/ bog grasses - not a nice lawn!
It will be a compromise between perfect lawn and suitability but certain varieties will withstand damp & shade better than others: Chewings Fescue, Strong & Slender Creeping Red Fescue and Tall Fescue.
They are spread by rhizomes and also if the area has been fertile but damp for a while it will tend to be on the acidic side of the pH scale - which suits these varieties. The only down side is they will take longer to establish than ryegrass...
We can look at making a bespoke seed blend for your customer that stands the best chance of establishment & coping with the conditions. Of course - it would be better to attack the damp by increasing drainage by hollow tine coring and backfilling....

Hi Tom,
Sounds a bit easier than I first thought - our low maintenance seed mix would fit the bill - the fescues will cope with the damp to drought that clay soils can bring - the bents and fescues will provide the density. link here to the listing - 10 or 20kg

how about tarmac....?
Had my thinking hat on - sea spray can be slightly alkaline so its not ideal for species such as chewings fescue and bents or other salt tolerant species like sheeps fescue.
The low maintenance would not be bad - another option would be the shady lawn mix but we can tweak the mix to increase the slender fescue.:
