i think there is a more reliable workforce working for smaller landscapers outside the Central and Lothian belt, and they don't feel the need to advertise for more positions.
After working in the West Midlands and now Returned back too the local area i was brought up in, i set up a small garden Maintenance business and really thriving for this coming season.
There is larger Landscaping firms in the area and they are thriving too as the work increases.

it might be that the Scottish residents do not have to pay for university places or prescriptions it might be giving them more spending power than the English

Scotland has less disposable income than the English on average. If you remove South East of England, Scotland has a more as well as a higher GDP per capita which has been the case for at least 2 decades (as far back as I could find).
And that's not cheap "just to get the job" prices, full rate all the way.
