Help needed with this bank.

Good morning you fine folk,

A new client has asked that I return their lawn to nice lush grass. I have no problem with the main body of the lawn, as this is coming back nicely, (these are old pictures that I took at the start of the season)  but I'm stuck as to how to improve the bank. I have tried to improve the soil quality with top soil, I have spiked the area with a fork as I cant get a machine up the bank, I have tried reseeding the area. Nothing is working. Please help me as my client is getting on at me for not seeing results. Sorry I should mention that the soil is heavy clay that is baked nice and hard.

    Your going to struggle turning that into a nice lawn, it would be better to encourage the client to turn into a shrub bed or something else.

    Sometimes it more about managing a clients exceptions rather than the lawn itself.
