Any problems with barbed wire? It would have to face inwards obviously & much cheaper. Could remove it when replacement hedge has established.
How about some of that Heather screening? Once the hedge grows up it would vanish inside the hedge and just look like part of the hedge.
Only thing I found to ever work is something with great big thorns on it.
