How many blades on cylinder and what diameter cylinder?
If the answer is more than 4-5 and small diameter then there is not much you can do!
Have you done s paper test on the cylinder? It should cut a piece of paper when you MANUALY turn cylinder with engine off!
If it does not then the cylinder clearence needs adjusting and/or the cylinder/bottom blade need sharpening.
Is it new or used?
I've just looked it up!!
It should cut most stuff I've got a ransomes parkway plus with similar six cylinders that cuts 6-8 inch grass with ease! Check your clearence on the bottom blades. Make sure bottom blade screws are done up tight.
I'm guessing it needs a re grind to be honest as it can't be very new? But even so if you have the cylinders "on cut" it should still cut fairly well.
I've got 3 big cylinder mowers the ransomes and 2 toros so pm if you want and maybe give me a ring for s chat!
Do be careful checking the blade/cylinder clearence as it will try and eat your hand if your not really careful!
You should be able to level the blades .
Get an a4 piece of paper and the paper tare a strip out . If the paper cuts, held in the blades whilst spinning by hand . In three places this should be tryed .top, middle and bottom of cylinders .
Also check tyre pressures .
These blades can be back lashed , which sharpens the blades .
