I've never come across this before, and I'm sure how you would pre-treat 'pure' green waste

It sounds more grand than it is...
'Pre-Treatment' of waste basically stems from your Environmental Policy in that you perform Duty of Care, Pre-sort / separate out waste according to ECCs, ie no mixed waste or un-sortable waste and no hazardous waste contained/hidden your bulk waste.
We have the same from Sita and re3 waste sites down here.
For instance, at a re3 site, you have to unload your waste by ECC category into the different bays (which is a real PITA), rather than dump/offload in a pile for them to sort out. Part of it is the waste companies delegating the work, issues etc to the Waste Carrier rather than them use up their labour sort it all out (bit like residential recycling).
For green waste it should be simple - you simply state green waste and ensure you have no other waste on board...then you bypass landfill tax as well.
Just wait until you see some of the changes / charges due in on the 1st September 2016 - for trade and residential waste.....it's eye watering :(
