the seed could have come with the gravel, but you will always get weeds growing in it because after a while it forms a perfect seed bed. you can add a pre emerging herbicide to glyphosate that will last for a few months depending on the wether
1 application of chikara and glyphosate early spring, followed by another glyphosate approx 6 months later should keep it pretty weed free for the year. You'll always get something growing from seeds coming in on the wind or from birds. Tell the customer you can spray more, but (a) it'll cost them more and (b) it's not good for the environment and (c) you're only allowed 1 treatment a year of the chikara and you like to follow the rules.
That should be enough to allow them to put up with the occasional weed showing though, which they are also allowed to remove btw.

It will just sit in the gravel debris. Best to just spray glyphosate only now and the combo in the spring for best results. Doing both now and both again in the spring would not be best practice / best value.
I use Chikara a lot and it is incredibly effective and nothing appears for at least 6 months....... works well on gravel. Grass is very susceptible to it and it will kill of the grass even without the glyphosate. Don't get it anywhere near a lawn edge......I keep about 12" back......... it will kill of the grass edges.
Sounds as though the lawn had some couch grass in it, which will 'spear' through woven membrane. We always spray the area with Roundup a week or so before preparation to avoid this happening.
One dose of Roundup will usually get rid of Couch grass. I think you probably need to allow three blade of growth.
