I know nothing about the ins & outs of what is required. But my daughter has several Victorian terraced rental properties and in the past couple of months 2 have suffered with collapsed drains.
One cost £17k to put right the other £3.5. All of the concrete in the back yard had to be lifted, plus the floors in one due to flooding.
My point is as soon as you disturb the concrete you will be in the firing line for anything and everything.
Don't have any idea if there is a real risk of disturbing things by breaking up and digging out the concrete but for the potential reward I would go with your phrase "just a can of worms"
