I've always found plywood strips bend fairly easily without "kerfing".... asits only a temporary measure, use thinner ply which will bend more easily however I'd reckon it would be better to just put the job on hold until the customer works out what he wants for edging. It going to be a pain and a waste of time shifting the gravel, removing the wooden edging in order to replace it with the stone edging.
line out the pegs and use soaked roofing battens curved around the pegs that are in place. theyll go round. You might need one on top of the other.
how big is the curve Justin? I would think most wood would follow a curve if its not too tight,use fresh sawn timber from the mill and it should be fine
