I've never found a solution to those two requirements !
Certainly not if you've got staff using them, perhaps as single user mower you can be gentle but one or two mishaps and the axle and/or plates twist, welds go, deck cracks appear etc
The only workaround solution I've ever found is to strap to a good sack trolley (it worked for us some 10+ yrs ago) and reckon one of those dedicated stair sack trolleys could be a winner.
Bit lateral, but if needs must....
Ok... we expect a full report (with pictures) by 10pm then :)
I'm sure you've an understanding partner and could simulate it by going up and down your house stairs .....

Maybe I'll have to look at semi pro machines to find a winner.
Why not makes some skis to fit over the wheels so it slides down the steps?
As in a length of wood/plastic or plastic covered wood so it's slippery with a block at the ends to stop the mower falling off.
Or even a piece of ply with stops on it as big as the deck and wheels. Maybe make the from stop piece curl over the front of the mower deck.
