Caterpillars on Hawthorn

I was asked what was causing this effect on a Hawthorn hedge:

On examination found it covered with ,000s of these critters:

which I believe to be larvae of Ermin Moth or something similar.

Am I right and more importantly is it fatal to the Hawthorn? If fatal, are there any control measures?

  • A couple of years back we had this here near where I live. They covered the shrubs completely in a white web and stripped the shrubs and tree bare. It took a year for them to recover. I think the plants were given a fertiliser boost. 

  • I think it may be the brown moth (no expert on creepy crawlies) by the time you notice its too late to do anything but it will regrow next year
