A couple of years back we had this here near where I live. They covered the shrubs completely in a white web and stripped the shrubs and tree bare. It took a year for them to recover. I think the plants were given a fertiliser boost.
I think it may be the brown moth (no expert on creepy crawlies) by the time you notice its too late to do anything but it will regrow next year
