its called a sport - its how new varieties are often formed!
Ive seen this similar on a dog rose - whole white bush but one branch throwing white with purpulish tinted edges (*very faint) year after year. Happens sometimes

Same as a variegated shrub putting out a completely green shoot.
Only other possibility would be if it's from below a graft?

I got to Know Peter Catt back in the 1980's.
Peter is famed for his discovery of Choisya Sundance. He discovered a pale yellow sport growing on Choisya ternata, nurtured it and then reproduced from it (it's always the acid test to get an exact reproduction from a sported cutting).
This single sport became Choisya ternata Sundance and it made Peter a lot of money.
